Yes! Wearing a wetsuit will effectively keep you warm. A wetsuit will fit snugly and trap a thin layer of water between your skin and the wetsuit. The water is warmed by your body and trapped there, creating a protective layer from the cold water. Wetsuits do have their limits and you can still get hypothermia. Just be smart and don't push them past their recommended use.

You can wear some items under your wetsuit, but there are some precautions and things to avoid. First, many people elect to not wear anything underneath their wetsuits. This is usually the most comfortable option. Baggy underwear, board shorts, or gym shorts are items to avoid. They can bunch up and pull up on you to make you uncomfortable.
Wearing bikini tops and bottoms are also popular with women. These normally work out well, just remember that the tighter the fit (don't overdo it!) the more comfortable you will be. Rash vests and Rashguards will be preferred by some and sometimes skin can get sensitive to the wetsuit.
Note: If you are renting a wetsuit you will want to wear something underneath for hygiene purposes.
It is normally easier to put on a damp wetsuit. However, if your skin is dry and the wetsuit is dry that should not be too difficult either. It can be more difficult to put on a wetsuit If your skin is wet and the wetsuit is dry or if your skin is dry and the wetsuit is wet.
Lycra can also aid in getting a wetsuit on. While they should fit snugly to be most effective, wetsuits that are too small will make them difficult to put on.
When you first get in the water you will feel the temperature of the water. You want your wetsuit to fit snugly, this is what makes it effective. It should be form-fitting and there shouldn't be any air bubbles or air pockets. You do not want it to be so tight that it affects the way you move or restricts movement. Once you get in the water it will fit a touch looser.
